  • This is full performance Level II work in the multi-level Resource Analyst occupation within the Chief of the Plans Career Service.
  • The work is located at the Directorate, Agency, and Community levels throughout the Agency.
  • Positions are routinely located at the group, office/component level, Working Capital Fund office or within the CFO.
  • Incumbents in this position may be responsible for: assisting senior Agency management with resource decisions and are responsible for providing input to strategic/programmatic guidance to Agency customers; preparing supporting documentation for the budget exercises, requests for reserve release, supplemental and reprogramming; conducting briefings on programmatic activities; and developing an expertise for performing operational, short- and long-term trend analyses; or work collaboratively to locate, collect, and interpret relevant cost data to identify potential savings for the Agency‘s mission; employ program analysis techniques to highlight critical budget, schedule, and performance risk factors and propose alternative mitigation solutions; develop effective resource management tools and procedures; and provide value-added and timely customer support.
  • Work includes using decision support tools, models, and methodologies and interpreting the results to meet mission requirements; designing and assessing decision support tools for use by CFO/CPA and/or other Agency components; collaborating with Agency components on the design, implementation, and standards for corporate resource information repositories; and, participating on intra-Agency committees.
  • The relevant subject matter is moderately to highly complex and involves coordination across components and functions of the Agency (human resources, financial resources, Working Capital Fund expenditures, and contracts).
  • Incumbents may participate as a Contracting Officer Technical Representative responsible for contracting activities in coordination with contracting officer.

·        Incumbents of these positions may be a Subject Matter Expert in their field utilizing specialized analytic, technical, or operational knowledge to meet mission requirements and priorities.

Qualifications:

  • The employee should have analytic abilities required to evaluate programmatic data, resolve inconsistencies, propose innovative solutions to challenging problems and have excellent writing skills to clearly express the program and request appropriate resources in the Congressional Budget Justification Book (CBJB), reprogramming, and answers to Congressionally Directed Actions (CDA) and Questions for the Record (QFR). 
  • Demonstrate oral communication skills sufficient for responses or briefings on substantive research topics and issues. 
  • Subject matter expertise knowledge of the component issues relative to their mission and have a working knowledge of Agency and Finance regulations, policies and unique authorities.
  • The employee must have the ability to interact with customers, employees, and managers at all levels who have different values, cultures and backgrounds in order to contribute to and influence decision-making and resolve conflict. 
  • Have the ability to adapt quickly to emerging issues, priorities, and a changing work environment and respond to tasking under short and changing deadlines. 
  • Have strong interpersonal skills necessary to elicit cooperation and support from others and to interact tactfully and effectively with co-workers, supervisors, and other Agency employees. 
  • Depending upon assignment location, the following skills may also be required:  The employee should have knowledge in the use of business resource planning practices and Agency budgeting practices & procedures and that of quality assurance procedures to ensure data integrity and timeliness of the data.
  • Have the ability to apply analytic and diagnostic techniques and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues.
  • Five years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a component plans officer. 
  • Prior experience that provides a basis in resource control and programmatic processes is highly desirable, such as business management, team leadership, COTR, or project management.
  • The employee will have a Bachelor's Degree in business administration or a closely related field with a concentration in financial management or financial analysis.  COTR - Level I
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Position requires a current Top Secret/SCI with Full Scope Poly Security Clearance.
